See Fed. R. App. P. 34(a)(2); D.C. Cir. Rule 34(j). It is ORDERED that the request for initial hearing en banc be denied. See Fed. R. App. P. 35(a). It is FURTHER ORDERED AND ADJUDGED that the district court’s order filed September 22, 2022 be affirmed. Appellant has not shown that she served any of the defendants and has not shown good cause for failing to do so. See Morrissey v. Mayorkas,
17 F.4th 1150, 1157-58 (D.C. Cir. 2021). Accordingly, the district court did not abuse its discretion in dismissing appellant’s case. See Fed. R. Civ. P. 4(m).
