In McDonald v. Shreveport Mut. Bldg. Ass'n, 178 La. 645,152 So. 318, after reviewing the authorities, we enumerated the attributes a periodical must possess in order to be classed as a newspaper within the meaning of section 16 of Act No. 49 of 1877. As the "Caddo Gazette," which is under review here, meets the prescribed test, I concur in the opinion and decree.
