PER CURIAM.

For the reasons to be hereafter assigned, the judgment of the trial court is hereby reversed and set aside and the defendant, Cedric Floyd, is decreed to have failed to qualify as a candidate for the office of Council Chairman, Parish of Jefferson, for the election to be held on October 22, 1983.
