  • It is my opinion that the writ of mandamus should be denied for the reason that no interest can be collected against the state in the absence of contract or express statutory provision authorizing the same. See Schlesinger v. State (Wis.) 218 N.W. 440, 57 A. L. R. 352, and cases cited therein.
