In Forseth v. Tacoma, ante p. 284, 178 P.2d 357, only one person involved, we held that a municipal corporation may not be estopped to question the actions of its representatives. In the case at bar, which involves a labor union with a large membership, we hold that the doctrine of equitable estoppel may be invoked to permit that membership to collect back pay.
