Dissenting Opinion by
Judge Rogers: I dissent because I believe there is in this record substantial evidence supporting the Commission’s findings and its conclusion. Sex and color were the only differences between the testers. The inference drawn by the Commission that the testers were given different information based upon one or the other of these differences between them as persons was not unfair.
